Uzbekistan Increases Fines for Underage Marriages and Religious Ceremonies

The amendments are set out in a law signed by President Shavkat Mirziyoyev on October 14, 2026.

Marital relations with an underage person

The fine for entering into de facto marital relations with someone below the legal marriage age has increased from five–ten to ten–15 basic calculation units (BCUs).

Arranging an underage person’s marriage

Parents or their legal substitutes who arrange the marriage of a person below the legal marriage age face a fine of 20–25 BCUs, up from seven–15 BCUs.

Religious ceremonies without official marriage registration

The fine for conducting a religious marriage ceremony between people whose marriage has not been registered in accordance with the law, including a ceremony involving an underage person, has increased from 15–30 to 30–50 BCUs.

The amendments were made to Article 47³ of Uzbekistan’s Code of Administrative Responsibility. One of the law’s objectives is to strengthen the protection of children’s rights and legitimate interests.
