Artificial intelligence is emerging as a major issue in discussions between Washington and Beijing ahead of Chinese President Xi Jinping’s planned visit to the United States. The two sides are considering folding a long-awaited dialogue on AI safety into broader economic talks. Xi and US President Donald Trump agreed in May to establish an intergovernmental dialogue on AI.
According to sources cited by the South China Morning Post, China believes some US demands on AI safety could limit not only the potential harmful effects of the technology but also Beijing’s ability to develop its own AI capabilities. This is making AI safety increasingly intertwined with the broader technological rivalry between the two countries.
Competition goes beyond advanced chips
The US-China technology confrontation has traditionally focused heavily on advanced semiconductors and export restrictions. Artificial intelligence is now becoming another central battleground.
AI models, training data, security standards and access to advanced technologies are increasingly part of the strategic competition between Washington and Beijing.
The United States has raised concerns over the security of advanced AI systems and their potential use in military and cyber operations. Washington has also accused several Chinese AI companies of illegally copying capabilities from US-developed models. Beijing has rejected those allegations and accused Washington of trying to restrict China’s technological development.
AI safety takes on a global dimension
China is also placing greater emphasis on the risks associated with artificial intelligence. Chen Yixin, China’s minister of state security, described AI as a new arena for strategic rivalry among major powers and called for stronger international governance and safeguards.
In the United States, President Donald Trump has pushed back against calls for tighter AI regulation, arguing that excessive restrictions could weaken America’s technological lead over China. Trump has repeatedly said that maintaining US leadership in AI is a priority.
As preparations continue for a meeting between Xi Jinping and Donald Trump, AI is therefore becoming more than a technology issue. It is increasingly tied to national security, economic competition and global standards. The challenge for Washington and Beijing will be to find areas for cooperation on AI safety while continuing their broader struggle for technological leadership.
